Beirut, Lebanon - A three-year-old Palestinian boy died after hospitals across Lebanon allegedly refused to provide him with a bed in an intensive care unit.
Mohammed Wehbe suffered from a serious brain condition and urgently needed treatment after his condition worsened.
He was admitted to Tripoli's Islamic Hospital on December 14. However, the hospital did not have a bed in the ICU, and when his family contacted at least three other hospitals, they said they were turned down.
He died three days later.
"If he had been admitted to an intensive care unit on the first day, and received the care he needed, he would have still been alive in my lap," his mother, Umm Mohammed, said.
Mohammed suffered from hydrocephalus, a chronic neurological condition in which spinal fluid build up and puts pressure on the brain.
Umm Mohammed said that the different hospitals gave different pretexts for denying the family help. She claimed that Hammoud Hospital, where the boy had been treated previously, refused to admit Mohammed because they had not paid his previous bill in full. Hariri and Karantina hospitals refused to admit him, she said, because they claimed to not accept patients of other hospitals.
"I accept God's destiny," she told Al Jazeera. "But I curse the hospitals, including Hariri hospital, Karantina hospital and Hammoud hospital."
Mohammed was eventually moved to Tripoli Government Hospital on a promise that he would be moved to the specialised paediatric care unit, but by then it was too late. He died in the emergency ward before he could be admitted.
Mohammed lived in the Nahr al-Bared refugee camp with his parents and sister. Fellow residents said they were angered at the failure of even the final hospital, which had a bed in the intensive care unit, to move him there in time.
There have been daily protests in the camp since Mohammed's death.
UNRWA funding
Milad Salameh, an activist in the camp, told Al Jazeera that he suspected the delay was caused by the hospital waiting for the transfer of payment from the United Nations Relief and Works Agency (UNRWA).
UNRWA pays for healthcare and education to more than five million Palestinian refugees in Syria, Jordan and Lebanon. Salameh said he believed that the agency had been "cutting corners" since the US withdrew its share of funding.
"People are suffering from the shrinking of UNRWA services," he said. "They got angry and took to the streets and started burning tyres."
However, UNRWA denied this and said that the specialised care that Mohammed needed was unavailable in any of the hospitals until December 17.

"The UNRWA medical team in the North (of Lebanon) and in Beirut exerted all possible efforts to find a bed for the child in any hospital across Lebanon that would have such a specialised paediatric care but there were no beds available until early afternoon of December 17, when UNRWA succeeded in finding him a bed at the Tripoli Governmental hospital. He unfortunately passed away on the night of the 17th," UNWRA said in a statement.
The protesters have erected a tent on the main street demanding a hospital be built inside the camp, which is home to 40,000 Palestinians.
The residents also say they see a trend. They say Mohammed was not the first child to die because of a lack of concern towards Palestinians and inadequate medical facilities.
While the individual hospitals have not commented, Lebanon's caretaker Health Minister Ghassan Hasbani denied the allegations. He said that Mohammed had been treated in a number of hospitals earlier and his treatment was financially assured by the UNRWA. He added that the child's condition had deteriorated beyond the scope for successful treatment and reached a "very advanced" stage, which led to his death.
Umm Mohammed however still believes that whether it was due to the family's lack of money, his Palestinian identity, or a lack of medical facilities, Lebanon failed her son.
"My son is sleeping in peace now away from the heartless people in this country," she said.

    Yep this is a huge blunder in our country. Palestinian or not he deserves life and Lebanon ended it. Those who refused him hospital care should be tried for negligence.

    I don't think it has anything to do with him being Palestinian.

    Lebanese would let another Lebanese wither and die in the same situation.

    His treatment failed because it was already too late. He had 100% chances to survive had he been admitted earlier.

    I dont blindly trust any report from any ministry but I do believe this one is accurate.

    Besides lets say its not, there are Lebanese dying in front of hospitals this is not a Palestenian thing.

    And to be fair Palestenians are the reason we're in this mess of a country, if they didnt try to invade Lebanon in 75 and cause a complete collapse, we wouldnt be in this mess and we would all be admitted to all hospitals.

    What does this three year old have to do with 1975? I doubt his parents were even born yet.

    Unfortunately this happens in every country in the world. Lebanons health system is not bad for a third world country. The Palestinians in particular have unrwa health care services for free. A mistake happened somewhere. This child s death was trajic.

    On the other hand Palos should get first preference to be refugees in Europe or the US so we can close their gettos for good. They are the source of many of the Lebanese issues.

    Their hospital bills are paid by UNRWA as a far as I know. How is that affecting you as a Lebanese?

    Lebanese people are bigots. Yet, we go abroad into other countries expecting to be treated fairly and as human beings. We settle in other countries, get citizenship, milk their economies, and then come back into our to maltreat other nationalities in our shithole and feel superior. All countries of the world should drive us away and back into our shithole country, let us kill and eat one another with our poverty and bigotry and racist apartheid sectarian country. Shameless, inferior and sick racist bastards. It is not African countries Trump should call shithole. It is our country that's a shithole. Every racist bastard is a piece of rotten shit.

    yes because had this little boy been Lebanese he would have been admitted without the need to secure any payment. the difference between Lebanon and the rest of the civilized world is that hospitals do indeed admit all cases, but they also charge you, and if you were not able to settle your bill in case you did not have insurance then the you would still be owing the hospital and will still have to settle the bill. they do not treat you for free.

    and to accuse the Lebanese of racism over this case is simply very misplaced and very malicious, true, the Lebanese are very racists, but this specific incident has nothing to do with racism, it would still have enfolded the exact same way had this boy not been Lebanese. the reality of the matter is that if you have money you get to be treated, if you do not, then even if you manage to secure a bed you will not get the attention you need. even many nurses and staff reserve quality treatment to those who tip them to take a better care of the patients.

    so your anger is misplaced, you simply, like many others, want to scream racism, and are looking for an excuse to do so. there is something fundamentally wrong in the healthcare system that denies treatment to anyone, let alone a little kid, but it is far from being racism. there is also a very important matter of settling the bills, this is essential to keep the hospitals going. medical bills are very costly and your illusion of free healthcare to everyone in a country as Lebanon with more than 100 billion USD in debt will lead to the complete collapse of the healthcare system and will result in the death of many more people.

    is it also racism when we scold mothers for throwing their new born babies in trash cans? this a video footage of a mother who got rid of her baby straight after giving birth in a hospital in tripoli.

    the reality of the matter is that most hospitals in Lebanon often times run the necessary treatments for free when it comes to toddlers, especially the abandoned ones, this is also from another incident:

    who do you think would pay for that? the toddler? or the ISF?

    In this case, it is the UNRWA account, not the one of the ministry of health. It’s a very sad story (as always, when a child dies) and speaks of the declining conditions of the health system in Lebanon... but unsure if there was real foul play here...

    Hospitals in Lebanon would only treat you if you have money. There should be a law that ensures anyone can get hospital care. But who am I kidding?

    Be careful with Lebanese hospitals and doctors, many will prescribe unnecessary medication and even surgical operations if they felt that you are insured or that you are able to cover it.

    And I am not talking just about anecdotes here; few years ago we studied hundred of Appendicitis surgery cases to come up with symptom classification rules that can predict Appendicitis case.
    The model that resulted was wrong; after investigating it we found out that it was wrong simply because sergeants were performing unnecessary surgeries !

    A good rule of thumb is to always seek out multiple medical opinions from different doctors, especially for risky procedures.
