We can use the 'haweye' as we have always done. Also, how do you have 2 rules for people. You need a magnetic card to vote inside the country but for those outside they can use their passport? How are we supposed to get the magnetic card? Just to register my child it has taken more than 7 months and still not finished. Pathetic government with bullshit rules!
That's in Senegal. It has a population of 13 million. The total cost of the magnetic cards 91m usd (76m euros).
That's 7$/card. Even you accept LVV's numbers(40m total cost, Ziad Aswad is saying 80m), we're paying 10$/card. 12m dollars more.
Best solution is to vote from your hometown and give those who'd like to vote from their residence place should register to vote with local interior ministry offices at least 1 week before the election.

The current ID card is an ID-1(credit card size) plastic card with an embedded RFID chip to store bearer's name, gender, date and place of birth, and a digital image of their face, ten fingerprints, palmprints, an electronic signature in a JPEG2000 format, and a 2.86 megabyte optical stripe.
All the information that are stated in the Lebanese passport are included in the Lebanese Identity Card and are given in Arabic, French, and English.
