في جلسة “إيجابية مثمرة” كما وصفتها مصادر وزارية متقاطعة لـ”المستقبل”، أقر مجلس الوزراء، في اجتماعه الأول بعد نيل الثقة، مرسومي ملف النفط المتعلقين بتقسيم الرقع البحرية اللبنانية ودفتر شروط التراخيص ونموذج اتفاقية الاستكشاف والانتاج، مع تشكيل لجنتين وزاريتين برئاسة رئيس الحكومة سعد الحريري، الأولى تضم وزيري المالية علي حسن خليل والطاقة سيزار أبي خليل لدرس المشروع الخاص بالأحكام الضريبية المتعلقة بالأنشطة البترولية، بينما اللجنة الثانية التي تضم إلى خليل وأبي خليل وزير الدولة لشؤون التخطيط ميشال فرعون تُعنى بدرس مشروع القانون المتعلق بالموارد البترولية في الأراضي اللبنانية.
وأوضحت المصادر الوزارية أنّ البحث خلال الجلسة في بند المراسيم النفطية استغرق نحو ساعة وتخلله نقاش بين وزيري المالية والطاقة على خلفية مطالبة خليل بتعيين مراقب مالي على عمل هيئة إدارة قطاع النفط في مقابل اعتراض أبي خليل على هذا التعيين باعتباره مقيّداً لصلاحيات الهيئة، مشيرةً إلى أنّ رئيس الحكومة حسم هذا النقاش بدعوته إلى اعتماد مدققين ماليين “auditors” يتم التعاقد معهم لهذه الغاية. وفي نهاية المطاف تمت الموافقة على البند مع تسجيل وزيري “اللقاء الديمقراطي” مروان حمادة وأيمن شقير اعتراضهما على إقراره، مبررين الاعتراض، وفق ما نقلت المصادر، بأنه نابع من كون المشروع الذي تمت الموافقة عليه يمنح وزير الطاقة صلاحية مطلقة بما في ذلك تخويله تحديد البلوكات البحرية.

Not that the government but he decide wich block and level of production

I suggest he starts with the North then work his way down. All this money should be used for Infrastructure which is why in the next government the Public Works ministry is one that she should be fought for. We need Infrastructure and Electricity badly. It could be used also to reduce the debt of the government but it is not a big issue as the debt is locally not from outside.

He will start from north and south, batroun, Tripoli and three in the south; that's the bassil /berry compromise .
after 3 years of infighting....As for ressources a sovereign fund should be established but there is a debate who will preside it the President or the Prime minister; in general prime minister preside all comity\councils but the Christians or bassil was saying the president preside council of ministers/council of defense so same to sovereign funds

This is not for the parties to fight over and we dont need any compromise. We are doing our work in the ministry we took. Let them do work in their ministry also not just place shia there. The gall of some people really.
It should be under the minister himself not under the PM nor the President. They just dont want a christian to be in charge of it as it will generate alot of money.

No one is allowed to take from FPM the work they have done in the ministry for years. This is our ministry and a fund should be generated under the same minister in question. If not the minister then the President or a christian. They had the south and the jabal funds for 25 years.

So here are the details in short:
- The legal procedures for searching and extracting are now done and approved
- The oil and gas committee will inform the 46 companies that were previously interested and applied (back in 2013).
- The committee will send to the companies later on (no date specified) the conditions to be accepted and bidding will start.
- Stage 1 bidding will be for 5 blocks out of 10 (as mentioned by the screenshot below)
- Bidding will go by BLOCK
- 5 million USD should be deposited by the company
- The oil and gas committee will study the proposals and inform the minister of the winners in a detailed report
- The minister informs the government
- The government takes the decision for each block/company and grant the companies licenses. (check screenshot)
- The search phase duration is 5 years (can be extended for an additional year only)
- The company have to inform the government if a field has been discovered, if the discovered field is big enough and after the government approved, the company involved should start digging.

Lebanon Set to Join East Mediterranean Race for Oil and Gas
The government may qualify more bidders for its first sale of offshore energy licenses, and it plans later to announce dates for the historic auction, Energy Minister Cesar Abi Khalil said Thursday in Beirut. He made his comments a day after Lebanon’s cabinet approved two decrees allowing the nation to move ahead with the sale, ending three years of delays.
“The number of blocks that will be auctioned off in the first licensing round will be five, in line with the gradual auctioning strategy we are pursuing,” Khalil said at a news conference at the ministry’s headquarters. The government plans eventually to offer a total of 10 offshore blocks for exploration.
Lebanon has lagged behind neighboring Israel, Cyprus and Egypt in developing oil and gas deposits that may lie beneath its share of the Mediterranean Sea. Three years ago, former Energy Minister Gebran Bassil said seismic surveys showed the country could hold at least 96 trillion cubic feet of gas and 850 million barrels of oil. Exxon Mobil Corp. and Eni SpA are among companies qualified to bid to explore off the country’s coast.
Wealth Fund
The newly formed government headed by Prime Minister Saad Hariri passed the two decrees on Wednesday, state-run National News Agency reported, citing Bassil, who currently serves as foreign affairs minister. The decrees demarcate energy blocks, specify tender protocols and establish the use of production-sharing contracts with investing companies.
Production-sharing contracts will enable investors to share any oil and gas output with the Lebanese government, in contrast to service contracts that would pay the companies a fixed fee for whatever they produce, regardless of market prices.
Lebanese law requires that money from the sale of oil and natural gas be deposited into a national sovereign wealth fund. A law to establish such a fund is currently being studied, Khalil said.
ExxonMobil, Eni, Chevron Corp., Petroleo Brasileiro SA and Royal Dutch Shell Plc are among companies already qualified to bid as operators. Thirty-four companies are qualified as non-operators, including Marathon Oil Corp., OMV AG and Dana Petroleum Plc.
Potential Bidders
The Energy Ministry will consult with the companies to gauge their interest in the auction, and depending on what they say, it will decide whether to hold an additional qualification round, Wissam Chbat, the head of the regulatory Petroleum Administration, said in an interview.
An auction of energy assets first scheduled for November 2013 was delayed after the government failed to pass the decrees. Political disputes then left the country without a president for more than two years until the Oct. 31 election of Michel Aoun, a Christian close ally of the Iran-backed Hezbollah group. Lebanon, which is struggling with severe power shortages and hosting more than a million Syrian and Palestinian refugees, needs revenue to trim its public debt, the highest as a share of annual economic output among Arab states.The cabinet also formed ministerial committees to study a petroleum tax draft law and another proposed law governing onshore oil resources, Information Minister Melhem Riachi said Wednesday in a televised news conference.

Yeah they seem to be some contradiction between what he said and LBC report below.
So here are the details in short:
