Perhaps, but these militias are nevertheless to an extent connected to the Iranian regime, even though they may sometimes execute policies that are not exactly aligned with the central government.

If the Mullahs really wanted to, they could clamp down more strongly on this sort of stuff…

But they have the political and technical capacity to stop it. If they don’t, then they obviously don’t posses the sort of power and influence that they originally claimed to have, which should of course be used by the current administration as leverage in the nuclear talks (don’t count on that).

Assuming you are correct, which is not necessarily so for typically militias as more or less rogue, they are not obligated to stop it and especially if they believe it to be beneficial for them.
