First of all the freezone warehouses are well equipped with the highest available health and safety standards, before being destroyed in 4 August.
So you're saying the warehouse safety mechanisms(such as fire extinguisher systems) were damaged by the explosion? if so, then fair enough.

The tyres were not stored with food. BCC have 3 warehouses inerconnected, 1 warehouse tyres and other cargo, and the 2 others with Foodstuff rented by ICRC.
In front of BCC at Netlogistics there is also 2 warehouses rented by ICRC also contains Foodstuff.
While I don't agree that foods should be stored nearby flammables, even in different sectors as part of interconnected warehouses, I'll go along with your first statement that the safety features could have handled the fire if they were not destroyed/damaged previously.
The foodstuff and the tyres were stored before the explosion of 4 August.
This is an ongoing operation that started with the Syrian war. And all these aid boxes were being shipped to Syria.
Why these are stored in the freezone?

Because it is tax free so the imported food will not pay any customs and tax in Lebanon before being shipped to Syria.
Wait, wtf... the food aid is for Syria? that changes everything!
I wish they would have added this little detail when they released the news about the fire.
Thanks for the explanation non the less!

So an idiot blows a city up by welding and an imbecile burns the relief food storage with an electric saw... We need a word stronger than incompetence to describe this...!

The food is flammable itself. In each of these aid boxes there is a bottle of oil, and a tank of ghee, one bag of sugar, one bag of salt, 1 bag of tea, 1 tomato sauce.
The tyres and the oil and the ghee are flammable but they are not considered hazardous and dangerous cargo. You don't need to declare it as dangerous goods when shipping and transporting and storing it.
Yes these aid boxes are shipped to Syria exclusively.
I was the operation and warehouse manager of one of these warehouses 4 months ago before being released to another duty job.
