بأنه في جبل لبنان، وبتاريخ لم يمر عليه الزمن، أقدم الأول على ارتكاب جرم الاحتيال عن طريق إيهام شركة كهرباء لبنان بأن شحنة الفيول المحملة على متن الباخرة BALTIC مطابقة للمواصفات، ولاقدامه على إيهام الشركة أيضا بأن شركة SONATRACH هي التي اشترت حمولة الباخرة خلافا للحقيقة، كما أقدم على دفع رشاوي للعاملين في منشآت النفط، الجرائم المنصوص عنها في المادتين 655 و 353 من قانون العقوبات.
وان كل من الثامن عشر والتاسع عشر قد تدخلا بالجرائم اعلاه ما يشكل جرم المادة 220/655 عقوبات وأقدما أيضا على ارتكاب جرم صرف النفوذ المنصوص عنه في المادة 357 عقوبات وجرم تبييض الأموال المعاقب عليه المادة الأولى الفقرة 9 من القانون رقم 2015/44.
وأن كل من الثاني والثالث والرابع والخامس والسادس والسابع والتاسع والعاشر والحادي عشر والثاني عشر والثالث عشر والسادس عشر والعشرين قد أقدموا على تزوير تقارير خبرة فنية ومستندات وعلى استعمال المزور وقبض رشاوي ومنافع مادية. الجرائم المنصوص عنها في المواد 471 و 454/471 و 354 عقوبات.
وان السابع عشر أقدم على التدخل بجرائم التزوير وقبض الرشاوى، الجرائم المنصوص عنها في المواد 220/471 و 220/354 عقوبات.
وأقدم الثامن والثالث عشر على التدخل بجرائم التزوير وعلى دفع الرشاوى، الجرائم المنصوص عنها في المواد 220/471 و 357 و 354 عقوبات.
وأقدم الخامس عشر على ارتكاب جرائم الإخلال بواجبات الوظيفة وتبييض الأموال. الجرائم المنصوص عنها في المواد 373 عقوبات والفقرة 9 من المادة الأولى من القانون رقم 2015/44
وأقدمت الواحد والعشرين على الاستحصال على منافع مادية من شركات الفيول، جرم المادة 376 عقوبات.

وبعد الاطلاع على ادعاء النيابة العامة الأضافي بتاريخ 2020/4/28 ، تبين أنه اسند للمدعى عليهم:
23. شركة ZR Energy S.A.L Off shore بجرائم المادة 220/655 والمادة الأولى فقرة 9 من القانون رقم 2015/44 معطوفتان على المادة 210 عقوبات.
24. تادي رحمة زينا ، والدته منتهی ، تولد 1963، لبناني بجرائم الامواد 220/655 عقوبات والمادة الأولى فقرة 9 من القانون 2015/44
25. ريمون رحمة زينا ، والدته منتهی، سجل رقم 197 بشري، بصفته مدير شركة ZR Energy ومساهم
ومؤسس في هذه الشركة. بجرائم المواد 220/655 عقوبات والمادة الأولى فقرة 9 من القانون 2015/44
26. ديما عدنان حيدر، والدتها مي، تولد 1964، لبنانية. بجرم المادة 376 عقوبات".​

fi accountability here across the board even in case of intentional sabotage

in normal companies high up managers are responsible for their team, contracts and stock and deliverables, even against industrial espionage and sabotage

    even without knowing names, we all knew the energy sector is corrupt

    so what broke the camel's back ? from your understanding what happened so that we all ended up now in pitch darkness ?

    no, the government did not break the contract, the contract expires by the end of this year. these contracts cannot be obtained overnight, it is a long process to find a replacement to sonatrak in particular since this type of fuel is not readily available in the market, sonatrak however is extorting the government by delaying the shipments in order to create an extreme power outage that would lead to an uproar in the Lebanese street.

    one of the ships even tried to sneak out of Lebanon without emptying its cargo, Lebanese customs had to board the ship and force it to return to port to empty its cargo which is legally owned by the Lebanese state.

    many people were called during the investigation, the ones charged are the involved ones. one of the charged is an FPM member, which goes to show the investigation is not politicized as the media is trying to imply. hayek testified but there was no charges against him, the same way nada boustany was called to testify.

    You know the saying "Insanity is doing the same thing over and over again and expecting different results."

    I understand in the first government, Bassil was minister of energy and Ali Hassan Khalil was finance minister and he blocked every plan.

    Ok the next term they voted for a government with an FPM minister of energy and Ali Hassan Khalil as finance minister and they made the same plans and complained about the same issue

    Then the next term again FPM insisted on the energy ministry with the same promises and accepted an Amal Finance minister.

    If they have good intentions, I honestly have no idea how they make their plannings.

    Excellent reasoning for why one should in the same breath blame FPM for working with corrupts and all the while pin on them exclusively the responsibility for the electricity. Every side is blaming on the other while they reap commissions from short-term solutions implemented by the government. If FPM got the ministry 4 times in 11 years, shouldn't the Lebanese hold them accountable? If they were obstructed why didn't they go public? Why accept the ministry again and again if there's no benefit from it or if they already knew Amal were going to halt their plans?

    You cannot be surprised if the public blames FPM for the electricity crisis after 11 years of promising 24/24 electricity and delivering nothing. Whether they are solely to blame is another matter completely (I personally do not think so) but being surprised why they're the target of accusations is delusional and completely disconnected from reality.

    Most of what you said is speculations which while plausible are not reliable to assess responsibility. You may want to look at facts.

    The hard cold facts that any citizen can look at are that the MoE created the plan, got it approved in the council of ministers, tried to implement it and did not get funding. Funding comes from the MoF not MoE. If you are a little more resourceful citizen you will see that the justifications for withholding the funds go from one ambiguous technicality to another. For this to happen the MoE and EDL personnel would be incompetent to the point of being unable to follow process while the MoF would be the gold standard of compliance and adherence. These are the facts, there are no judgments and no theories. If after looking at this, you still want to put it all on the MoE whomever holds it, then yes you deserve the leaders you got.

    Note that am not saying FPM handled it flawlessly, I for one think there are far more efficient ways to have manage the whole situation. But to blame them for the lack of profgress is disingenuous to say the least.
