This was a tailored tribunal for political purposes, from start. The aim was to point finger at Hizballah, also from start. The people they now found guilty are all Hizballah members. The credibility of the tribunal does not allow them to directly accuse the leadership of Hizballah, mainly because there's no way they can prove the leadership's involvement without a direct confession or some evidenced recording they managed to lay hands on where Nasrallah or someone his high caliber are identified for giving the order.
However, accusing high ranking members of Hizballah of the bombing does not leave much doubt in average Omar, 7affsa, Toni and Marwan's minds, about the implicit involvement of the leadership of HA in the operation. For any normally gifted person, an operation this magnitude to eliminate a heavy weight PM like Hariri, could not be planned and executed without the knowledge and approval of the top leadership in HA.
Bel moukhtasar, they are indeed pointing a fat finger at HA and its leadership, all according to the initial plan and idea behind the tribunal.
