There is an Easter egg in the declaration that requires the whole council signing it along with the President. Had GMA signed it and sent it to the UN without their signatures, the UN would have rejected it based on its illegitimacy missing those signatures. The whole idea is to waste time like they have been doing since they were forced to lift the Banking secrecy until the window closes or GMA’s term expires. Meanwhile Israel would start exploring in our sea while we’re watching them with no legal recourse to stop them. Not even HA would be able to justify threatening them…
Notice their propaganda still dreaming of GMA resigning and transferring power to Joseph Aoun. GMA is not just a rock inside their Zionist road map, he’s a mountain and they can’t wait to see him go…
I've seen two theories:
It would be unconstitutional for them to meet on this issue, period, because they're resigned (opposite of what the Council and Ziad Baroud said)
If they met, there are a host of other issues that they would have to decide on that they can't because they're resigned (or something like that).
I'd also be interested in what the actual justification is.
The israelis will challenge at UN, this is normal, and this will not create any problem, since it will officially make it a disputed region.
As for those who are internal, they will not dare challenge it legally, because they will put side themselves with the enemy

No it’s different. Israel will challenge at the UN but there will be no legal challenge outside of we think it should be ours... a legal challenge can nullify the effects of the decree amendment and give Israel the right to commercialise the area as their own.
As7abak hariri and Berri and the likes of some members on this forum would certainly challenge.

We are wasting our time negotiating with a fake enemy for a fake war keeping a fake enmity for ever so both a local party can ride the wave while Israel doesn’t mind.
We need peace tomorrow with Israel and whatever is disputed can be negotiated but keeping Lebanon like Somalia just to please fake haters is no more accepted

I think someone's trying to be too clever by half and revive Diab's government through the back door. But I agree. He should just sign this. It's illegal? Dare Nabih Berri to challenge it. For me, the guy is trying to cut the army so that Joseph Aoun does not take any credit and his chances to the presidency increase.
Same did Franjieh, but he (smartly) throw it at Aoun.
After Aoun and his minions publicly backed the decree to capitalize on it and win political points thinking Franjieh (pushed by Berri) will not sign it, in the end, he was forced to show his true face.

Yes there is a lot of mistrust, and I think this has been used as a strategy against GMA. To your point on Joseph Aoun, his name was never in circulation for this issue. It was always GMA’s baby from the get go...! They would need to be incredibly thick to think this harms Joseph Aoun in any way...!
